Are you on the receiving side?
Supermarkets, wholesalers and distribution centres take in pallets from hundreds of suppliers, and it is the smallest supplier that has no system to produce a GS1 label. That is where your goods receipt gets stuck. It can work the other way round: your labelling requirement as the fixed basis, an environment where your suppliers produce their own SSCC labels, and pallets that pass the gate on the first scan.
